Debt information: - All debts of Hoang Long Steel Joint Stock Company (Debtor) at Hai Duong Branch. - Address: Ngoc Mai village, Hung Thinh commune, Binh Giang district, Hai Duong province. - Main fields of business: manufacturing Silico Mangan, steel pipes, shape steel, etc. - Legal representative: Mr. Pham Dang Cao, Position: Director. - Business registration certificate No. 0801041329 which was first registered on 11/12/2013; changed for the third time on September 7, 2016. - Total past – due credit of customers until March 14, 2022 is 230.267.276.834 VND (in which, the principal debt is 135,289,168,733 VND, overdue interest and penalty fees are 94.978.108.101 VND). - Assets to secure the debt include:

3	Property mortgage contract No. 01/2016/5914924/HDBD dated September 26, 2016	Production line of  high strength steel pipe GH114.
4	Mortgage contract of  property used to secure the performance of obligations of others No. 05/2013/HĐTC-HL dated December 30, 2013	A truck mounted crane 5 tons. Brand: Hyundai License plate: 29Y-7863
5	Mortgage contract of land use rights and properties attached to land that were used to secure the performance of obligations of others No. 02/2013/HDTC-HL dated December 31, 2013;	Land use rights and land-attached assets according to the certificate of house ownership and land use right No. 10109030484.  Original file number: 15951.2002, issued by the People's Committee of Hanoi on May 10, 2002. Area: 26.2 m2; Address: 60 Giang Vo Street, Cat Linh Ward, Dong Da District, Hanoi. (now changed to 38 Giang Vo)  Property attached to land: 3-storey house; Texture: concrete.
6	Mortgage contract  of land use rights and properties attached to land to secure the performance of obligations of others No. 01/2013/HDTC-HL dated December 28, 2013;	Land use rights and assets attached to land according to the certificate of house ownership and land use right No. 10109030485 . Original file number: 15939.2002 issued by People's Committee of Hanoi on May 10, 2002. 7	Mortgage contract of property that are attached to land to secure the performance of obligations of others No. 09/2013/HDTC-HL dated December 19, 2013	The assets of Van Xuan Steel Pipe Joint Stock Company are attached to the land with the Certificate of Land Use Right No.: AC332569 issued by People's Committee of Hai Duong Province on May 26, 2005;  Map sheet number: 1D+11+14. Address: Hung Thinh commune, Binh Giang district and Luong Dien commune, Cam Giang district, Hai Duong province.
8	Mortgage contract of property that are used to secure the performance of obligations of others No. 06/2013/HDTC-HL dated December 19, 2013	Machinery and equipments of Van Xuan Steel Pipe Joint Stock Company.

Selection Criteria: - Enterprises submitting dossiers must ensure that material facilities, capacity and conditions reach the requirements to conduct price appraisal. - Being on the list of the Ministry of Finance for enterprises which are eligible for price appraisal activities. - The selected enterprise does not belong to the categories in which it is not allowed  for price appraisal according to the provisions of Law and its guiding documents. - Appraisal services has operated for at least 03 years with at least 03 active appraisers on valuation and the remuneration is appropriate. 5. Registration dossier includes: - Corporate legal documents. - Description of capacity and experience. - Quotation letter and related documents according to Section 4 of this notice (the offer letter has to be put in a sealed envelope). * Note: - The registration dossier would automatically expire if the appraisal management company does not reach the requirement to appraise according to the provisions of law. - BIDV will officially send a  notice of the results to the selected company. Those units that are not notified will be considered as unselected, BIDV will not return the dossiers
